Alveil city

August 3rd 2005, the Earth's radio magnetic field changed in a way that would change the future forever. This change didn't effect everything instantly thought it had more of a rippling effect, starting in a city in Pennsylvania called Alviel. The radio magnetic effected the technology that uses radiation, and the hospital had alot, so that's where the explosion originated. Now everyone who hadn't hit puberty yet gained powers from this explosion as it altered their DNA and unlocked certain parts of their brain. These powers won't manifest until they hit 15 though. Now the year is 2020, the city is full of crime, heroes and villains with amazing abilities, the oldest powered individual is 28 as they were 13 when the explosion happened.
